Program Overview

Policy development is the process of deciding what should be achieved, what should be done to achieve it, how to do it efficiently and economically, who should do it, etc. For example, following a political decision to undertake measures to reduce car accidents, policy development would involve analysis of the causes of accidents, their distribution among different sub-populations and on different roads, the rules and policies already in place, the experience of other governments, etc.
