Globalization is an omnipresent set of interrelated phenomena. Governments, public agencies, businesses and individuals are increasingly being challenged by increased cross-border trade in goods, services, capital, people and ideas. Intra-state conflicts and humanitarian crises are multiplying, as are the interventions of international organizations. The result is an exponential growth of the rules of public international law in the most diverse fields. At the same time, transnational rules are developed independently of the states and international organizations that they control to meet the growing needs of international trade actors.
