Program Overview

The energy sector in Europe has been experiencing unprecedented upheavals for a quarter of a century, due to the liberalization initiated in the wake of the Single Act, the rise of environmental concerns and numerous technological breakthroughs. Energy is less and less a public good owed to everyone by the public authorities at a shared tariff; it becomes a subject of controversy and an object of appropriation by "communities" of free affiliation, without having lost any of its geopolitical dimension. This profound change affects the industrial and commercial structure of the sector inherited from the post-war period; it leads to a diversification of both actors and standards, with the European Union and the local level occupying an increasingly large place alongside national structures, dissociated between governments and regulators, while consumers are called upon to become individual players in the energy transition
