The Master of Public Administration in Executive Public Administration (EMPA) program aims to develop the ability to tackle critical problems and successfully implement change. Based in the heart of Europe, CEU's EMPA is uniquely designed to bring together professionals from the public, private, and voluntary sectors to facilitate an exchange of knowledge and skills.
