The Architecture and Urban-Rural Research Institute (including the predecessor: the National Planning Department of the National Taiwan University) was the first to engage in participatory planning in various communities in the 1970s. Before the settlement of the law, Chen Dingnan, the party head of the party, was commissioned to study the Ilan County Comprehensive Development Plan and opened the legend of the Karmaland.
