Baxter Primary School, founded in 1890, is located in a picturesque rural area 3km south of Baxter township on the Western Port side of the Mornington Peninsula. The school takes pride in its extensive history and dedication to the local community. Since its establishment, Baxter Primary School has been situated in three different locations before settling at its current site on Grant Road in 1955. The original school building from the 1930s is still part of the current administration wing. A BER building was added in 2011, now referred to as the Senior Building. Recently, in 2020, a new structure was erected and is now known as the Junior Learning Centre (JLC).

Baxter Primary employs a structured literacy program that features a two-hour daily literacy block for all year levels, based on the Gradual Release of Responsibility model, which emphasizes a progression from teacher-led instruction to student independence. Additionally, the school functions as a Professional Learning Community (PLC), where educators work collaboratively in teams to provide a consistent and guaranteed curriculum for every student.
