Charles Baddeley, M. McGregor, Roderick McDonald, and Thomas Fox signed an application to the National Board of Education on July 9, 1862, requesting the opening of a school at Bombala. The letter said that the area that such a school would serve was home to 122 girls and 101 boys. On August 24, 1863, James Poulton was hired as the school's first instructor, and 75 students were enrolled in that month. The weekly cost of attending school was six pence for each extra child enrolled at the school, and nine pence for the two oldest children in each family. There was one teacher in one room teaching an average of sixty to seventy students each day.
