The other foreign schools in Vienna had quotas on the number of Austrians who may attend, therefore the school was founded in 1990 in reaction to those restrictions. When Pawen International Community School opened its doors in June 1992, it had grown from its initial enrollment of nine students to over one hundred seventy. In 1992, the school underwent a reorganization and became known as Danube International School Vienna, opening enrollment to international students. The school moved to a building at Gudrunstraße 184 in the 10th District of Vienna after outgrowing its original location in Schrutkagasse in the 13th District (which is now home to a Rudolf Steiner School). DISV was based there from 1992 until 1999.
