University College London

Program Overview

It combines advanced training in governance, policy analysis, and organisational leadership, preparing students to take on senior roles in government, NGOs, and international organisations.

Curriculum Structure

Year 1 (Full-time, one year only)

In the first term, you’ll build a strong foundation in public sector leadership through core modules such as Public Management: Theories and Innovations, Leadership and Organisational Behaviour, and Governance and Public Policy. These courses introduce you to the complexities of managing public institutions, reforming governance systems, and leading diverse teams.

In the second term, you’ll deepen your expertise with specialist modules like Public Financial Management and Policy Implementation and Evaluation, alongside optional courses tailored to your interests (for example, Comparative Public Policy or Digital Technologies and Public Sector Innovation). This stage emphasises applied learning, case studies, and leadership simulations.

The year culminates in a Capstone Project or Dissertation, where you design and conduct an independent research project under supervision, applying methodological training to a substantive issue in public management and leadership.

Experiential Learning (Research, Projects, Internships etc.)

What makes UCL’s MPA in Public Management and Leadership so distinctive is its problem-based learning approach. You won’t just study theories of governance and leadership — you’ll actively engage with real-world case studies, simulations, and collaborative projects that mirror the challenges faced by senior public managers today. The program is designed to give you first-hand experience of the tools and strategies needed to deliver positive change in public, private, and non-profit sectors, all while being supported by UCL’s world-class facilities and networks.

Here’s how experiential learning is embedded into the MPA in Public Management and Leadership:

  • Problem-Based Learning: Core teaching is structured around real governance challenges, where students work in groups to design solutions, sharpening analytical and leadership skills.
  • Capstone Project: Instead of a traditional dissertation, students complete a capstone project, applying their knowledge to a practical issue in public management, often in collaboration with external organisations.
  • Leadership Simulations: Modules such as Leadership and Organisational Behaviour use interactive simulations and case studies, allowing students to practice decision-making in complex public sector environments.
  • Policy and Practice Seminars: Regular sessions bring in policymakers, senior civil servants, and NGO leaders, giving students direct exposure to professional debates and networking opportunities.
  • Digital Tools & Data Resources: Training includes exposure to public sector management tools and data analysis methods, ensuring graduates are confident in using digital resources for governance and evaluation.
  • Bartlett and UCL Libraries: Students benefit from access to UCL’s Main Library and the School of Public Policy resources, which provide extensive collections in governance, leadership, and public administration.
  • Global Governance Institute: As part of UCL’s wider network, students engage with the Global Governance Institute, which hosts workshops, events, and podcasts on pressing governance challenges.
  • Collaborative Group Work: Many modules emphasise teamwork, encouraging students to work together on projects that mirror the collaborative nature of public sector leadership.

This blend of problem-based learning, capstone projects, practitioner engagement, and access to UCL’s specialist institutes ensures you graduate not only with advanced theoretical knowledge but also with the practical, leadership-ready skills to thrive in public management.
