What makes 'UK's high potential' visa scheme highly discriminatory?

Since UK has announced its 'high potential visa' students haven't stopped talking about the discrimination this scheme will cause. Under this scheme, students from the top universities of the world will enjoy certain benefits when it comes tos studying in the UK. The top 50 highly ranked graduates will get the opportunity to study in the top universities of the UK with 3 years of work visa along with it. In this list of top ranked universities, there is no university from the South-Asian part of the country. This means that Sundar pichai, Amitav Gosh, Tedros Adhanom Ghebreyesus and all the other South Asian tycoons would have been turned down by the UK. Majority of these universities are from America which cost high fees from the international students. This means that there is no place for mediocre or average students coming from the universities that don't feature in the top 50 list. Either you must first enroll yourself in these top 50 universities and then think of applying to the UK after completing your graduation or you must completely forget about it.
