Yes, non-EU students who have graduated in the Netherlands can use the "Orientation Year for Highly Educated Persons" ("zoekjaar") scheme. This allows you to stay in the Netherlands for one year to look for work or start your own business. To use this option, you must register with the IND for the orientation year before your current residence permit expires.
To keep your residence permit, you must make sufficient academic progress. ArtEZ is required to report your study progress to the IND each year. You need to obtain at least 30 credits (ECTS) before 31 August each academic year. If you earn fewer credits, your residence permit may be withdrawn, unless there are exceptional circumstances like illness, which you must report to the student dean as soon as possible.
