Victor Ryabov was named the first rector of the Moscow City Teachers' Training University, which was established by a resolution of the Moscow government. Its co-founders are Deputy Minister of Education Vladimir Shadrikov and Head of the Department of Education Lyubov Kezina. 1,300 students were admitted to MCU in 1995.

In order to become a model city university for institutions around the world, MCU creates a new Strategic Plan 2020–2025 and enters the QS World University Rankings. The State Priority 2030 Support Program for Russian universities has chosen MCU to take part. MCU commemorates its 25th birthday.
